Why do they make so many female character starting out OP. Is there a rule that female characters can not be weak and grow stronger, like a classic hero story?

@Sivarttrt normally I’d agree with you, but this kinda story has been written about male MCs as well.
I don’t think this one is so much about “super badass woman” as it is about “an OP MC who has had enough adventure and just wants a slow life” who happens to be female.
At least, that’s my take on it. I’d like to hope I’m right.

Far more examples of this type of story told about a male MC on this site recently. Its a trend, similar to the tower climbers, or time rewind gimmicks in the litRPG genre. Once one becomes somewhat popular, there are a lot that are similar with a few things changed up, gender of the MC is one, among other things. Its not a female MC not having a progression, its the gimmick of the type of story not to have one.
TL;DR
you picked the wrong type of subgenre to complain on, where your complaint is a feature, not a bug.
