I believe it was Constantine, around 400AD or so, when the bible was “constructed”, and they chose what books to include. But I think the most revealing books are the Gnostic texts, which I have been reading through. Im guessing they were not included in this book!

The accepted Canon was compiled from New Testament writings accepted by leaders of the early church many of whom were alive when these events took place. They were codified by numerous church councils after careful consideration. The ones not included were considered antithetical to the writings of the apostles. They were not lost; they were discarded because they were outside commonly accepted teaching. Read them to shed light on history and customs of the day.
